The revelation that Iran and Russia recruit local criminal networks to conduct sabotage and intimidation in Europe highlights how geopolitical actors prey on existing domestic vulnerabilities. Combating this proxy warfare requires a precise, rule-of-law approach that de-escalates foreign-directed domestic conflict without resorting to broad, militarized overreach that could alienate marginalized communities.
• Guard Against Punitive Overreach Applying sweeping state-threat legislation carries the inherent risk of eroding civil liberties and disproportionately expanding state surveillance. While the National Security Act of 2026 targets hostile actors with penalties up to life imprisonment, the broad power to prosecute anyone deemed to be "supporting" these banned groups must be heavily scrutinized. Overly broad interpretations of support risk catching political dissidents, anti-war activists, or humanitarian actors in a dragnet of state prosecution, ultimately undermining the democratic freedoms the laws are meant to protect.
