• The federal administration has created uncertainty and chaos around food assistance. Governor Wes Moore accused the administration of fostering "intentional chaos," stating that his office received four different sets of guidance from the U.S. Department of Agriculture in just six days. This has left the availability of SNAP funds unknown for approximately 700,000 Maryland residents.
• Maryland is using state funds to provide a safety net for its citizens. In response to the federal uncertainty, Governor Moore has authorized the use of state money to prevent disruptions. This includes $62 million for SNAP benefits, over $10 million for food banks, and another $10 million-plus for heating assistance to support residents affected by the situation.
• The state has been threatened with punishment for its intervention. According to Governor Moore, after Maryland committed to using its own money to fund the SNAP program, the state received guidance that it would be punished for this action. The governor also claimed the president was "breaking the law" in his handling of the situation.
